Kepala daerah dan konservasi lingkungan lahan basah: Studi kebijakan lingkungan Kota Banjarmasin Pintar
Abstract
Banjarmasin is included in the top 50 cities in Indonesia that are included too in the second phase of the smart city pilot project. Ibnu Sina, as a Banjarmasin Mayor is a head of the region also made the smart city as a slogan in managing his administration. The smart city has several characteristics consisting of a smart economy, smart society, smart governance, smart mobility, smart life, and smart environment. From all of them, the characteristics of the smart environment are one of the main challenges of Banjarmasin City. The smart environment consists of the attractiveness of natural conditions, pollution, sustainable resource management, and environmental protection. Indicators of environmental protection cannot be separated from environmental conservation. Therefore, the opinion of the regional head on environmental protection and conservation is interesting to study. The smart city program is a program that is attached to the regional head. Floods, droughts, land and forest fires and also haze are some of the disasters faced by Banjarmasin City. One of the causes of this disaster is due to the development of economically oriented wetlands. In fact, wetlands are environmental conditions that require special attention. This research is a qualitative descriptive study with interview methods and secondary source studies. Researchers want to explore how to understand smart environmental indicators in Banjarmasin City. The research informant is Ibnu Sina as the Mayor of Banjarmasin City. Smart cities can be an urban solution to urban problems, but can also be just labels, campaign material, and hoax. Despite offering solutions, smart cities store latent problems. Without a clear understanding of smart cities, regional heads can take advantage of smart city programs just to reach potential votes ahead of local leader elections. Therefore, research traces the extent to which regional heads understand smart cities and specifically smart environments. Is it really an urban solution or just a regional head of political communication?
