URBANISME SUNGAI MARTAPURA DALAM PEMBENTUKAN KUASA WISATA SUSUR SUNGAI SEBAGAI RUANG PUBLIK KOTA BANJARMASIN
Abstract
In Banjarmasin, South of Kalimantan, the river as a public sphere has functioned and covered all the activities of transportation, the center of tourism public area, communication corner, economic activities, and as a political practice. Previous public sphere studies have shown the analysis of the public sphere was simple concepts which justify by single factor only. In this research, the public sphere was explained as multiple concepts that consist of the spaces, the level of engagement, and power dimension. This research aims to focus on how the multiple factors in creating the mutual public sphere with a qualitative method using case study approached. Key informants are from government, local people, and communities. Power cube (power system) in the public sphere has operationalized with three continuums. Firstly, the inviting spaces showed Banjarmasin local government as a facilitator to do negotiated with stakeholders in pursuit of their common interest. Secondly, the public sphere has existed at the local level which engaged the local government, people, and community. Thirdly, the combinations of power dimensions have consisted of the visible power and invisible power to create the integrated system and harmonization for the public sphere.
