Implementasi kebijakan Peraturan Walikota Banjarmasin Nomor 18 Tahun 2016 tentang pengurangan penggunaan kantong plastik

Abstract

The purpose of this research is to study to what extend the environmental agency of the city of Banjarmasin implements the regulation No. 18/ 2016 of Banjarmasin Council on the reduction of plastic bag usage, due to the volume of plastic waste is increasingly growing every year. The research is supported by the theory of policy implementation, which consists of four indicators, namely communication, resources, disposition, and a bureaucratic structure. This is the  descriptive research with qualitative approaches. The data is collected through  field and library studies that is done by obeservation, interview and documentation. The technique of determination of informants used by researchers to use the technique of purposive sampling.  The result of the research shows that the implementation of the regulation on the reduction of the use of plastic bags is, however, effective enough. Communication has been done enough at maximum but yet the community  understand the impact of plastic trash since the apparatus has less resources to run its implementation. Bureaucratic structure has already performed and coordinated well, but in fact, some apparatus had to work hard in supervision so that appealed to the city of Banjarmasin community to participate in helping the supervision of its implementation. Last but not least, the community have to support and participate in overseeing the regulation to be implemented properly
